FYI Usain Bolt ran the 100 meters in 9.58 so yes you are correct he did run faster than 9.63

You simply lack a sense of humor. Making a big deal out of such a small difference in time that it's inconsequential at our level of existence is the source of comedy here. People understand it better because it stimulates more parts of the brain to include comedy.

I think the point of choosing Bolt's time is to be humorous, and also to show that it happens to everything, not just something moving quickly.
This isn't about showing that the times measured by the Olympic judges or whatever are wrong, or to "make a big deal" about the inaccuracy. If you think that, you don't understand the point of the video. It's to demonstrate a fundamental principle of our universe, intrinsic to everything.
