To be perfectly honest, he sounds as though he's attempting to sing after consuming a full bottle of Scotch and with 3 or 4 walnuts held in his mouth. I'm certain that it's an attempt to imitate one of the old-time singers of the era (can't quite figure out which one...perhaps Eddie Cantor), but it doesn't come off well.

I spotted the frog mask in Doctor Who "The Twin Dilemma." I did a double take when I saw it. It's in Mestor's chamber.

That was the charm of the movie all the murders were creepy in their own right especially a frog mask that crushes someone's head inside it, whoa!

"Head Shrinker" Ha ha! Dr. Phibes' revenge murders are based on the plauges of Egypt from the bookof Exodus.
The plauges of FROGS, locusts, flies, etc. This head crushing scene always disturbed me too!

To a layman like me it sounded complet different, but now I recognize it as "The Darktown Strutter's Ball".
I think he sings it that way to make the scene more creepy.

In this scene, the music is highly incidental, so I suppose they didn't bother to make it all that good...or even recognizable, for that matter!
