In order to grow something like this indoors you would need a lot of light. Most of the plants that can be grown for culinary uses require very bright shade to full sun to perform well. The length of time from planting to harvesting depends on the plant's growth rate, the amount of sun, day length, temperatures, etc. so it is difficult to say a certain amount of time. I would experiment with some plants in the brightest area you can before building the entire planter.
