This is the battle available after defeating Baal once. I tried to treat Prinny Baal as a truly tough opponent so I passed the strongest enemy bills till they were maxed and let him keep his items (doesn't matter since the battle can be repeated as many times as you wish). Also avoided cheap tactics such as sending in random units to hold Prinny Baal or other shenanigans. My three main chars and the main characters of the game, Laharl, Etna, and Flonne were maxed out with stored levels and each had a maxed Rank 40 weapon and maxed Super Robo Suit on each of them. Since there isn't really a good guide for defeating Prinny Baal without the "make your characters really really tough!!" suggestions, I'm going to give a quick guide on how to take him out without having to make a character that can one-hit him (which I don't even know how to pull off anyways):
If you're planning on maxing out your characters, the one absolutely essential thing to know is that all your bonus points should go into HEALTH. Leftover points go into Attack, Intelligence, or whatever you want to raise. The reason for this is because you get more of a stat increase from putting bonus points into Health than any other stat (maybe SP too but no one cares about that stat when you're a high level). Why not max out Attack or a different main damaging stat? When I fought Prinny Baal with maxed out attack, I could do double the damage I was doing in this video. I also could die in one-hit because I didn't have much more over a million health on a level 9999 character. With maxed out Health, my health was somewhere from 4.5 million to over 5 million (Laharl has a maxed out Arcadia though so unless you go out of your way for something like that expect around 4.5 million with decent items). Prinny Baal has one special attack, Prinny Barrage, that will do about 3 million damage and targets your Resistance. You could raise your Resistance instead, but for just one attack and when you could raise Health which covers any attack, I'd rather go with Health. Flonne with maybe 15-20 bonus points leftover pushed into Intelligence is able to recover 4.6 million health. Raising Health so that you're guaranteed to survive any attack at least once is the best way to go about this.

Won't work. Only a prinny with a human soul explodes when thrown. Prinny Baal was a demon so he doesn't explode when thrown.
