Yes he says in Russian "Я Сода Попинский Я задавлю тебя!" Although "задавить" probably in English means something more like "to crush" :)

I think the "run you over" part was a tribute to his days as Vodka Drunkenski in the arcade days. He's implying that he'll get drunk and run you over with his car. Must be some pretty strong soda...
