Watching the birds under the pier at Cocoa Beach, I noticed this substance being dumped into the ocean from the pier. I don't know much about EPA rules or regulations, but this red substance, when flowing heavily (more than it was here) actually could be seen mixing into the ocean water, changing the color of the water. Just curious, and concerned for the pigeons and other birds that drink from these "waters?" Not to mention the fish or the surfers and swimmers below. This couldn't possibly be illegal dumping, could it?
