To be more precise, he's Mestizo. That means he's a descendant of two individuals who were Native American and Portugese or Spanish. Of course that term can be insulting and shouldn't be used. It's like calling a Native American a redskin or a Mexican a frijole.

Native Americans live all over North America which includes Mexico, just because his stage originates from Mexico does'nt mean he's Mexican, if that were the case you would say he is Aztec or something, I don't know.T.Hawk was the first Native American to be featured in a fighting game Super Street FIghter 2 Turbo. So yeah your right he is Native American.

Umm,T. Hawk or "Thunder Hawk", is Mexican. If u knew anything about the history of SSF 2, then u would know he was from Mexico. When he was an infant, he and the members of his tribe were being forced off their land by Shadoloo. Some of the Thunderfoot members resisted and fought against them, and most were killed, including their leader, Arroyo Hawk (T. Hawk's father), who was cowardly murdered by a younger M. Bison. Now living in Mexico near the Monte Albán plains, THawk wants revenge.

It is possible to be both Mexican & a Native American.
I'm sure there are native tribes in northern Mexico that have more in common with the tribes in the U.S. in oppose to the Aztecs and Mayans. But, yeah. El Fuerte seems to be the typical Spanish/Native/mestizo/whatever they call it type of Mexican.
It's also kinda like how Sean from SF3 is a Brazilian who is also predominately black ethnically, since Brazilians themselves are just random assortment of all different types of ethnicities.
