Because only a small part of the prosthetic is devoted to covering the actual nerves- so putting them close together is more efficient and practical. Sort of like grouping all of the light switches in a room right next to the door; easier to hit them all.

They say, that the new arm is controlled by thought, but that is wrong. Arm is controlled by small electrodes, which are activated by muscle contraction.
