@anderzwa Not true. There are many pipe bands in England. Both Scots living permanently in England, but also many English pipers. You see them at Highland games. One of the biggest competitions for Highland pipes is held annually in London. They are all over, but, if you don't look for them, I guess you don't see them. True in Scotland as well, I might add, though less so. RAF Halsten Pipes & Drums are quite good.

Bagpipes are being played all over the world. The best players from Scotland, Canada esp. give summer schools and workshops far afield. There are pipe bands galore in the big cities of Europe--not ex-pat Scots, but locals. Japan, Hawaii, Hong Kong etc as well as Australia, NZ, etc. There is a small but active piping world here in Israel, too. Pipe makers thrive not only in Scotland, but in England (many English pipe bands now) and Canada, the US, several in Europe.
