My local police force allow me to skate on the roads as long as I have lights and reflective gear on. They told me I have the same rights as a cyclist, since then I have been stopped once and the very polite officer listened to my side of the story, accepted my apologies for my noob friend who was on the wrong side of the road and let us get on with it.
