"In the world that Mushi-Uta takes place in, there are insects known as Mushi that eat a person's dreams, but in exchange grant that person paranormal powers. These people become known as Mushitsuki, and when their dream gets completely eaten, they die. The story here involves a boy who meets a girl that is a runaway from a secret facility where Mushitsuki are held, and how they get involved in a conflict between a government organization and a resistance organization. The plot sounds like it could be interesting, but past that, nothing much about this show gets me really excited. I've never even heard of the studio doing the animation production, BEAT FROG, and the director Sakai Kazuo seems fairly untested in that position so far."

Shiika returns to the city after leaving Garden, a place where they keep users whose mushi were killed. How she did this is unknown.

Daisuke meets Shiika again (but does not recognise her), they talk for a bit before going to separate direction, he is then ordered to infiltrate a school to find the leader of the Mushibane (the resistance group) and kill her. Rina, as the leader of resistance, was an honour student and has a small crush on Daisuke after his compliment on her painting.

Daisuke was ordered to kill Shiika's mushi as it was deemed a high threat. Kakkou hesitates upon learning that his and her dreams' are the same and wants to escape with her. Their dreams were: "To find a place where we belong"

Shiika decided that she won't run away, entrusts Kakkou with her dream and allowed her Mushi to be killed, (turning her into a zombie-like state)

Note: I made a mistake in first post, kakkou was ordered to kill other mushi not mushi users.

Like the description says, you have a protagonist Daisuke, his codename is Kakkou (he's cool, too bad not many guys are like him), he is the head Mushi user in his group, he often follows his superior, Haji's instructions to kill other Mushi users in hope of "preserving" the country. 5 years before the actual story is when he met Shiika ( the green haired girl), who was abandoned by her family after learning she was a mushi user.

No, Higurashi is by Shaft, and Mushi uta was by some new company. (and they did a good job!)
