Actually, this song is tongue-in-cheek. He's not talking about short people height-wise but he's referring to small-minded, ignorant people.

I interpret it a little differently. I think the first and third parts satirize prejudiced, ignorant people by pointing out how ludicrous their way of thinking really is. Because being prejudiced against all short people is just as ridiculous as being prejudiced against any other group of people that share a physical trait (like race). Yet people are still prejudiced, ignorant, and hateful.
