Nasa has partenered with corporations where the corporations pay only a tiny amount of the R&D and the taxpayer picks up the rest ... when the products are developed these corporations take the developments to market and profit huge and the taxpayer got soaked twice.
Yes, your taxes paid to make the devices and you will pay for them again when the come to market ... it's pure profit for the huge corporations ... corporate welfare at it's worst!

Absolutely right. There are so many expensive programs that people think "that sounds like a good idea" and the effect on the budget is relatively small, and they all just stack up.
