There is only 2 issues I would have with this being used in an actual game. First how effective are the rounds. because if the mortar only has a small blast radius then it sort of defeats the purpose of an indirect fire weapon. Second people may not even be aware that they are out when hit by this unless they are hit by a significant enough amount of paint for them to notice and even then they way just choose to ignore it anyway.
