The Emancipation Proclamation was issued by President Abraham Lincoln on September 22, 1862, and was to be effective on January 1, 1863. However, until federal enforcement in some parts of the United States, such as Texas, the Emancipation Proclamation was easily ignored. The "Juneteenth" holiday commemorates the announcement of the Emancipation Proclamation on June 19, 1865 in Galveston, Texas, the day after federal troops arrived there.
