Cops are allowed to radar you even if you aren't speeding. The speed you go isn't privileged information. Same thing applies to your plates. Since you're legally required to display your plates, they're allowed to look up any information linked to the code. They're not gathering new information(ex.Searching your car), so they don't need probable cause. And I understand your frustration but, whatever your financial issues are is none of his concern. You seem capable enough to find a job.
