Behold: The Slowest Car in the World

Early in the morning I encountered a vehicle that could shatter Guinness World Record's Slowest Car
Record (if such a record exists, which I doubt).
Why are these vehicle types incapable of going the correct speed?

By the way, it's perfectly legal to film "identifiable aspects" of persons, such as their features, license plates, etc. if they are engaging in illegal activity. Last I checked, failing to perform the correct speed (while driving in safe conditions) was considered unsafe, thus illegal.

I have seen worse. One time i was on my bike coming onto I-95. I switch over the fast lane and theres a car doing 45 in the fast lane....on I-95....

10 miles under the limit? That's nothing. I've done 25 mph and been on someone's ass while doing it. They were probably doing 30 in a 45.
