He didn't 'intentionally block' the van 'for the hell of it.' He was taking the centre of the lane as he approached the roundabout, because he going straight across. Hugging the left curb as you approach a roundabout is dangerous. It gives the impression you are turning left, encouraging 'left hook' overtaking as you proceed straight across the roundabout.
This is standard government advice on cycling safely, as documented in Cyclecraft.
For some reason you seem to think you know better.

Cycles should be outlawed to anyone over the age of 10 it's just stupid for a grown person to ride one. Grow up and get a car you juvenile idiots!

@maczippy You realise that that guidance - and it is just guidance, poor guidance in my opinion - is for full sized, multi-lane roundabouts? A mini roundabout only has one lane around the island, taking primary in this position is the safest option as it (usually) discourages people from doing fucking-stupid overtakes like the fucking-stupid van driver did.

Why did the city just paint a dot? I thought roundabouts are supposed to be at least a raised curb. I would think they would be real not just a paint job?
Get friendly with a Cardiologist, or take up masturbating (if you haven't already) as you need something in place for when you have your first heart attack.

Ok the cyclist is in the wrong. The highway code says:
You may feel safer walking your cycle round on the pavement or verge. If you decide to ride round keeping to the left-hand lane you should
be aware that drivers may not easily see you
take extra care when cycling across exits. You may need to signal right to show you are not leaving the roundabout
watch out for vehicles crossing your path to leave or join the roundabout
He was not to the left.
