Nintendo kinda made the character of James McCloud awkward, so here's the simple version;
The F-Zero James is the leader of the Galaxy Dogs & is a human who now competes in the F-Zero tournaments
The StarFox James was the leader of the Star Fox team until his apparent death (he reappears once as a pilot in StarFox Command when you battle the Anglar Emperor) & is an anthropomophic fox
So yeah, similar designs, similar machines, same name, different characters
