Bush's answer really wasn't all that bad considering how bogus the question was. It was a vague, unsubstantial answer to a vague, unsubstantial question which I'm sure would throw most people off.

I did, and I'm not even a native English speaker. I'm sure Obama or Bill/Hillary Clinton know what it means.
He does explains what it is, but he doesn't answer the question before his answer ( you can look it up on youtube ).
If somebody would ask me "what do you think of increased income tax for rich people" and my answer would be what that means, but not how I feel about that, isn't that stupid?
