I doubt it would work with this cheap gear. And even if it worked like that, you'd run into problems:
The angle of incidence very much limits were you can put the receiver relative to the laser.
Furthermore you'll need a infrared laser pointer in order to not be noticed.
Then you need a camera that can see infrared in order to aim.
(And this is just from the top of my head)

@webnut2000 this is false: the receiver captures back the feedback of the laser which is not biased by the other noises because the laser here acts kind of like a sonar or an ultrasound.
I can build it for $20 -- the government will still spend $1,000,000 ... gotta love it
