Would changing states change the problem? I would imagine the PNW or CA would offer a more environmentally compassionate legislature that wouldn't stand in the way.

we spend a lot building it where it is but if we have to we will move, again we did this all on our own no Government Monay at all

You should come to the England, especially Cambridge. They have a terrible landfill situation at the moment and your technology is an ideal solution. There is an increasing demand here for biofuels.
