yes, as dimitriupetru says, the Saudi sponsor disagreed to some of the channel's editorial policy. So, many staffs at the channel moved to other newer Arabic channels such as al-Jazeera.

they didn't agree with the goverment what the news bulletins should contain

well this channel was shut down soon after its start because of some conflicts on what should the news contain. then the journalists moved away and created Al-Jazeera. now BBC wanted again the BBC Arabic channel so they relaunched it on a format similar to that of Al-Jazeera.

The graphics, presentation and studio are the same as BBC World 1995-1997.
