While the practice of using enhance SEO tools to "juice links" is perfectly legal, it is considered unethical in the search engine optimization and legal marketing world, not to mention a violation of Google terms of service. Legal marketing giant Findlaw was caught selling "juiced links" to it's legal clients at costs up to $2500 per month more then their standard package. Google ended this practice quickly but the question remains, what should a lawyer do who wants to build their search engine results and how can they do it in a professional and ethical fashion.
