Yes, he's this perverted throughout the entire game. It's great.

This infamous cutscene occurs during Chapter 5 at Barbarella's Manor.

For those who still don't get it, the dancing and inner monologue is all in Vashyron's head. That's why his lips aren't moving.

At first I didn't get the joke but now that I've watched it a second time it's hilarious!

In my opinion, the japanese voice-over was better. Now thank god, this game gives the option to play with English, or Japanese VOs. The japanese VO when Vashyron speaks during this scene he RUSHES, his voice is very accelerated. Don't get me wrong, Nolan North does a great job! It's just one of those "Lost in Translation" issues.
