@GlaBurnzUrHouseAK47 Being drunk in a public place can form grounds for Causing a Disturbance, which can get you arrested and/or charged (though I imagine the provincial Liquor act would have something more appropriate that allows for a lodge-until-sober deal). Also, many municipalities have bylaws to prevent loitering, too (though I don't know about this city, in particular). There are any number of different reasons to want and have these men removed. Most are 100% legal, too. *shrug*
