This is another secret Zel made in the game. You can catch a level 1 Torchic in a cave near Lavender Town in Kanto. It's very rare, but it's worth it. :P

Its a rom. You can edit the maps and make a cave there with advanced map, put wild pokemon events, and plAy it. people make customs and fake "glitches" all the time
