How to marry anyone (almost) in Skyrim
Find the NPC in question. Press the ` key (top left of the keyboard, under ESCAPE)
click on the NPC so that their ID appears in the middle of the screen
type "addtofaction 19809 1"
then, so long as you're wearing an Amulet of Mara, and the NPC has a high enough disposition, there will be an option to marry them.
To increase an NPC's Disposition use the command "setrelationshiprank player 4" at the same time as the addtofaction command
There are STILL some exceptions. First, obviously, is Children, second seems to be any of the 'special' NPCs, that are uniquely voiced. Like Colonel Tigh, erm, I mean, General Tullius, and Ulfric Stormcloak.
And all Khajit.

I wonder how the programmers and developers have the non-marriageable people say the lines like " are you interested in me" etc. with their respective voice actors, even though they're not supposed to say that.

The male dark elf will marry you if you complete his quest anyways. He's already in the faction, along with at least one other guy in that hold.... ._.

@minecraftcreeper2 Like I said in the video, you click on the NPCs to select them.
And if you've already typed codes into the console you can use Up/Down arrow to cycle through them
