Most people will not opt to live in that type of a shit hole barge. Water pod comunities will house sociaties digruntled and out cast. Nut jobs with attitude problems.

Until the chickens get sick and die. The concept itself probably wouldn't work even with a large vessel. A little virus mutation and your essential livestock die off and oh well.
