That is not how one wins diplomatic victory. The turn when the resolution on diplomatic victory is decided, nuke the hell out of the rest of the world. You kill the majority of world´s population, and your enemies cannot retaliate until the next turn, when the resolution is decided with you having the fair majority of votes. :) Nuclear war is the way to win a diplomatic victory.

It's not so much that they would vote for you as that their votes are proportionate to population.

Diplomatic victory: Easily be a friend of every nation, build the UN, vote for yourself and almost everybody should vote. You don't even need to fight a war actually.

Civs that are friendly (+11 positive modifier) will vote for you in the elections.

I actually achieved Diplomatic Victory several times at Deity difficulty level, there are 2 ways of having this, either nuking all players so their population drops right before the votes are casted, or being as I like to call it GOD... Making a lot of missionaries that will spread your state religion, and having another green "+" with every leader that is in the game. If they adopt any other religion, you can convince them to take yours, because you have majority :P

The problem with the diplomatic victory, in single player at least, is that nobody will vote, they will either vote for themselves or abstain. So how do you get it?
