I really hope the city did not pay for any of the damage you received for you lack of proper plumbing. You have what we call an overhead sewer. Anythingin the basment suppused to drain to a pump then pumped into the sewer. The pump has a check valve to prevent what you experanced. It is sad that you or someone took the cheap way to plumb your drains and now you want to find fault in others.
It is not up to the city to keep their sewer back ups out of your basement. First of all your washing machine discharge pipe is the cause of the water coming into the basement, it should be discharging into a pump. Second if you really want to stop it then install a backwater valve in your yard.
