The only types of firearms that one needs a "permit" to own are full-autos, SBRs, "destructive devices" and AOWs. Considering most gun violence cases in Phila occur via handguns (for which a permit is not needed), I'm not sure how you are relating the two. It's true that guns bought through "straw men" without a federal and state background check is illegal, but the first sentence of your comment tells me that you're making bold comments about laws with which you are not completely familiar.

An illegal gun is one that is obtained without a permit. Much of the gun violence that occurs in Philadelphia happens with the use of illegal guns.
Many of these guns are purchased by "straw men", persons without a criminal background who then sell these firearms illegally in our neighborhoods.
David Oh will fight to enforce the existing gun laws and come down hard on these "straw men" and those that commit gun violence in our communities.
