I haven't used FRAPs to test my FPS yet, but it's very good. Then again, I built my own PC back in January and play at 1024X768. If you're having frame rate issues, make sure you don't have any background processes running, have the latest drivers for your graphics card, and tone down textures and antialiasing. Also, turning off HDR and motion blur might help a little.
