is it possible that u went for hima - luin etc first before going to palmacosta?
if that's the case then just keep going. defeat kvar's ranch and release the seals. if you do that you should be able to get over the ocean^^

not the story but the difficulty of the battle. the story will remain the same.
mania is just there to make it more challenging to those who've already beat it.
