You have to get an unlimited data plan in the US to get an iPhone, so with that plan checking email does not cost any extra money.

I think you would probably need an adult with you to add to the ATT contract, and then the phone has to be activated through iTunes, and I believe they ask for a credit card, although it has been awhile since I did mine.
