My understanding is that the Turkish government considers promoting anything non-Muslim to be anti-Turkish culturally so if Istanbul is going to be a European cultural capital, it needs to revert to Greek ownership and the name 'Constantinople'. Nothing against Istanbul and Turkey, but under current Turkish laws, you're not allowed to promote historical European culture inside the city.

It should just be a model for the Islamic world if it doesn't want culture of Christian origin.
