CINCINNATI (WKRC) -- A board denies parole for the man who tortured and killed a 79-year-old West End woman for money in 1977. That means Andre Stockton will not be eligible for release again until September 2017.A judge sent Stockton to prison for life 34 years ago. He and two other men robbed Norma Musser, put a rope around her neck, strangled her and came back later to set her body on fire.Musser's grandson recently met with the parole board to explain how the murder still haunts his family. Prosecutors also fought Stockton's release.
