As Eddie Izzard suggests, baddies are almost always voiced with a British accent if they're in American movies, TV, or games because it stems back from the War of Independence, and also the sweeping colonialism and imperialism of the British round the world. No worries, though - I'm sure in 200 years time all the baddies will have American accents ^.^
