Actually, he said it was Joseph II. He was the Archduke of Austria from 1780 and died shortly before Ben Franklin.

in another scene he asks him who's king of Austria. Ben Franklin answers "Francis Joseph I." which is inaccurate. In Benjamin Franklin's time it was Maria Theresa I. If I worked in The Office, I'd told Dwight and his 99% would have become 100%.
