I'll be buying something like this at the point when the refresh rate is around 200ms and the price is less than $250.
So I'm guessing I have a while to wait yet.

Yes they should never be demonstrating the thing with rows of dead pixels across the screen like this. I saw a similar demo on-stage at a convention where the device also took ages to respond to a page turn command. The device just comes off looking flaky. A4 electronic paper is a welcome and stunningly overdue concept, but these guys really need to sharpen up their act.

I heard this would be supporting a "newspaper" that would be delived in a manner similar to Kindle? Is that true? What else can this be used for, besides viewing documents?

You are right!
That's one of the form factors they will support and showed as a demo/mock-up at the show: Papers and magazines such as the WSJ and Economist can be either loaded via USB ( a hassle!) or via Bluetooth and later WiFi -- much like the Kindle offers today.
