that is a water snake, a nonvenomous snake, and is not trying to drown the fish, but trying to repositionate it so it could swallow it easier... watersnakes have hook like teeth that allows them to hold very slippery (but otherwise defenseless) prey such as fish and frogs... with this, the snake needs only to overpower their prey or... as seen in this video, burn out their energy by struggling with them so it can swallow them
