It's real, all you have to do is evolve your Arbok into a Seviper.
You then turn off the game and smear peanut butter on the cartridge (jelly for Sapphire Version) and reload the game.
Then you'll find yourself a Mew in a patch of grass in Oldale town after a mysterious flood.
