iirc, the graphics are all placeholders till they recruited the art team, it was in an ArenaNet video where the art guy was talking about it.

If you're wondering why the alpha of Guild Wars looks like WoW, its because the company (ArenaNet) was built by people who left Blizzard because they didn't like the direction the game was going and wanted to make a game that they would want to play.
Thankfully, they hired some artists to revamp the game before they released the game.
