they filmed that by having Ami-chan's actress at a green screen, doing that falling arm motion thingy, and saying "Mercury Power" then they stopped the scene and inserted the henshin part. in reality, ami chan would have already been down there before she could say even "mercury" but since she was about to transform it makes sense. sorry for the long comment!
