longer sirents n stuff too, has the "firetruck" honk the horn, alter the siren n stuff really funny.

It's to start and stop the vibration of the reeds. Another way to do it is to smack the bag. (My husband and I had the same question and posed it to our pipe major when we started lessons a while ago.)
