In 1976, Ford brought Bush back to Washington to become Director of Central Intelligence. He served in this role for 357 days, from January 30, 1976 to January 20, 1977. The CIA had been rocked by a series of revelations, including those based on investigations by Senator Frank Church's Committee regarding illegal and unauthorized activities by the CIA, and Bush was credited with helping to restore the agency's morale. In his capacity as DCI, Bush gave national security briefings to Jimmy Carter both as a Presidential candidate and as President-elect, and discussed the possibility of remaining in that position in a Carter administration but it was not to be.

On September 21, 1976, Orlando Letelier and Ronni Karpen Moffitt were killed by a car bomb in Sheridan Circle in Washington, D.C. Letelier had been foreign minister in the ousted Allende government of Chile. The bombing was blamed on Chilean DINA agents. Michael Townley, a DINA U.S. expatriate among those convicted for the crime, confessed that he had hired five anti-Castro Cubans exiles to booby-trap Letelier's car. According to Jean-Guy Allard, after consultations with the Coordination of United Revolutionary Organizations leadership (including Luis Posada Carriles and Orlando Bosch), those selected to carry out the murder were Cuban-Americans José Dionisio Suárez, Virgilio Paz Romero, Alvin Ross Díaz and brothers Guillermo and Ignacio Novo Sampoll. According to the Miami Herald, Luis Posada Carriles was at the meeting that decided on Letelier's death and also about the Cubana bombing two weeks later.

Letelier and Moffitt are commemorated with a small plaque embedded in the grass along the curb where they died, near the Irish and Romanian embassies.

The Cuban Project (also known as Operation Mongoose or the Special Group or the Special Group Augmented) was a program of CIA covert operations developed during the early years of US President John F. Kennedy. On November 30, 1961 aggressive covert operations against the communist government of Fidel Castro in Cuba was authorized by President Kennedy. The operation was led by Air Force General Edward Lansdale and went into effect after the failed Bay of Pigs invasion.

Operation Mongoose was a secret program of propaganda, psychological warfare, and sabotage against Cuba to remove Castro from power; which was a prime focus of the Kennedy administration, according to Harvard historian Jorge Domínguez. A document from the US Department of State confirms that the project aimed to "help Cuba overthrow the Communist regime," including its leader Fidel Castro, and it aimed "for a revolt which can take place in Cuba by October 1962." American policy makers also wanted to see "a new government with which the United States can live in peace."

Orlando Bosch (also known as Orlando Bosch Avila) is a Cuban exile terrorist and former Central Intelligence Agency-backed operative, head of CORU organization, which the FBI has described as "an anti-Castro terrorist umbrella organization." Former U.S. Attorney General Dick Thornburgh called Bosch an "unrepentant terrorist." He has been accused of taking part in Operation Condor and several other terrorist attacks, including the October 6, 1976 bombing of a Cuban civilian airliner in which all 73 people on board were killed, including many young members of a Cuban fencing team and 5 North Koreans. The bombing is alleged to have been plotted at a 1976 meeting in Washington, D.C. attended by Bosch, Luis Posada Carriles, and DINA agent Michael Townley. At the same meeting, the assassination of Chilean former minister Orlando Letelier is alleged to have been plotted.

  • US is protecting a bunch of murderers and terrorists like Michael Townley and Fernández Larios . They set bombs in Washington DC and Buenos Aires under CIA and US State Department protection. They skip Justice by signing for Witness Protection Program.... it is incredible
