DOE funds JASON group.... JASON ties into "global warming" and is a huge scientific advisory group for DOD and therefore probably companies like Raytheon which from what I can tell has numerous ties to this program/HAARP.

DOE wouldn't really be spraying, more like studying the science maybe? Those are the top scientists in the world and years beyond the normal realms of science and technology.

How do you know it was DOE? There are hundreds of weather modification programs happening all over the world. Try visiting the Weathermodification web site. They have a world map that shows just the programs they're doing - the list is HUGE! I'm not defending DOE, but near as I can tell, the Air Force is doing a WHOLE LOT more spraying. Thing is-our Congressman just don't give a crap as long as those payoffs keep landing in their bank accounts.
