I believe that the song was originally licensed for one of the earlier games; Dancing Stage MegaMIX or Fever (probably the former), but it was never used. You can tell because the difficulty scale rises sequentially by one for each level i.e. 1/2/3/4, which is how songs in those games were often shown.
