Back in the 80's now in 2009 we have windows 7...
Commercials are much more quieter and more friendly now...

This commercial was funny but wow...it was the 80's...

the phone company at the time had some odd rules about how a phone number can't be the same for calls coming from inside and outside the state, Due to NORAD being based near Omaha, there were a crap ton of unused phone lines eventually bought up by call centers. they'd have to pay for another phone line to accept calls from within Nebraska, so they just restricted anyone in Nebraska to only using mail order, and not over the phone.

tl;dr: Nebraska got the shaft for keeping you from being nuked.

If we wanna be exact, Windows 1.0 wasn't OS. just graphical operating environment and was based on DOS
