i just think its someone who hasn't been introduced yet. because in kh1 final mix, you fight Xemnas, with no idea who he is. and in kh2 final mix, you fight the Lingering Will, who i guess people kinda had an understanding it was Terra, but still. that's just my methodology though.

Xemnas- red ethereal blades

Mysterious enemy- Blue ethereal blades

Seeing as mysterious enemy came to the land of departure and fought all three of the former students I'm pretty sure mysterious enemy is Eraqus' nobody.
